Moisture sensing windshield wipers simply don't work very well.  It's best not to use the wipers until the windshield is completely wet.  Moisture from things like condensation and fog rarely need to be wiped right away.  All that will happen is the windshield will be streaked with dirt on the windshield.  Until there is enough water on the actual windshield the wipers are ineffective in actually removing water pouring on to the windshield.
